WIZ550S2E change port

Hi

How can i change Local Port, Remote Port and Host Ip?
When i send
AT+NOPEN=C,3000,192.168.11.100,3000
the answer is:
[W,0]
[F,0,8]
and nothing happend…

Did i do a mistake?

[F,0,8] <= meanings “ERR_CommandTimeout”
I guess the WIZ550S2E cannot connect to “192.168.11.100:3000” because network setting problem.
