Can I turn off checking of available input signal line and use just TX lines?
You can not if you mean not connecting RX channel of the chip to the cable. Chip will need to talk to remote devices, and get their responses. Data is just one of the pieces in the communication between networks devices.
If you mean checking for incoming data in the chip socket’s RX buffer then it is OK given you do not need what remote device sends (if it sends anything).
