I am reading the RSSI value from the wiz610 through the serial port. I get a number like 23 or 58. What units is this? If it was dBm I would expect a negative number. So, how can I display this number to our users in a meaningful way?

I don’t know what do you use command.
When you use command, units of RSSI is percentage(%).
